Colonel Saleh Alkubaisi started his IT management journey with the Information Systems Department of the Ministry of Interior back in 1990 when he headed the Technical Systems Division. In 1997, Colonel Alkubaisi was assigned the critical mission of leading the IS Department during a stage when Qatar was booming in all sectors. For almost a decade now, Colonel Alkubaisi has been utilizing all available resources to provide state-of-the-art IT services to the Ministry and the Country in general. Supported by the unique skills and commitment of IT staff and in coordination with stakeholders from inside and outside the Ministry, the IS Department was able to revolutionize the way the Ministry is doing its job. Colonel Alkubaisi's actively participated in many workshops, forums, and seminars both locally and internationally with focus on cyber crime, project management and strategic planning.

Jonathan Bamford joined the staff of the Data Protection Registrar
when the office was first established in early 1985. He has remained through the
transition to Information Commissioner with the introduction of the Data Protection
Act 1998 and Freedom of Information Act 2000. He is currently the Assistant Commissioner
responsible for the ICO's Guidance and Promotion Division's public sector activities
and the Corporate Support Unit. His main duties focus on data protection policy
development and guidance with particular emphasis on promoting compliance within
the public sector. He also leads the ICO's work on issues such as ID cards and
video surveillance. He is involved in the ICO's international data protection
duties and is a member of the Article 29 Working Party of EU data protection authorities

Dr. Ramaswamy Chandramouli is a computer scientist with the Computer Security Division of Information Technology Laboratory at the National Institute of Standards & Technology (NIST), an agency of US Federal Government located at Gaithersburg MD, USA. Mouli (as he is known to his colleagues over the years) has over 21 years of experience in information technology with the first 12 years in the design, development and implementation of information systems both in the commercial and government sector in diverse areas such as international banking, healthcare, energy and transportation and the rest as a scientist/program director in federal government. He joined NIST in 1997. Dr. Mouli holds a M.S in Operations Research from University of Texas (USA) and a Ph.D in Information Technology Security from George Mason University (USA). He is also an Adjunct Associate Professor at University of Maryland, University College (Maryland, USA) for the last 13 years and has taught courses in the area of programming languages, computer organization and architecture, database management systems and computer networks.

Prior to this John served at CESG/GCHQ for 10 years in the appointment of Head of Information Assurance Customer Services. His responsibilities covered the breadth of the UK HMG, Defence and Industry for Information Assurance advice, products, services, training, partnerships with industry, marketing, corporate image and international relations. He has a wealth of knowledge across the whole spectrum of Information Assurance. He also has a major role as a Strategic Adviser to Senselect Limited, a Global Biometric company associated with Identity Management, ID Cards, e-Borders and Situational Awareness.
John Doody is a Fellow of the Chartered Management Institute, a Fellow of the British Computer Society, a Chartered Information Technology Practitioner, an Associate of the Institute of Information Security Professionals, a member of the British Computer Society (BCS) Strategic Security Forum and a Member of the Institute of Directors. He is retired member of the Royal Corps of Signals, a Corps he served for 32 years to the rank of Colonel since joining as a private soldier in 1965. He is a qualified engineer and has held a number of key engineering appointments in MOD including system support to PTARMIGAN and WAVELL, the army’s tactical communication and CIS systems, Director in the Procurement Executive as Project Manager for Army Electronic Warfare, Battlefield Target Engagement System (BATES), Air Defence CIS system (ADCIS) and WAVELL, he has also spent many years as a communications Trials Officer at the UK Army’s Royal School of Signals. He has served in various operational theatres in the world and this has included loan service with the Trucial Oman Scouts in the Middle East.
John is well known on the national and international Information Assurance Conference circuit where he has chaired many events and has given many talks on Information Assurance. He is a highly respected speaker and is in high demand especially within the government conference arena.
John is also the President of the UK Western Chapter of the Armed Forces Communications Electronics Association (AFCEA), an organisation in which he has been involved for 25 years. He was recently appointed as an International Director for AFCEA.
John provides strategic advice to a number of FTSE companies and on the Ministry of Defence front he is a Key Stage Project Review Team member.

Intellect ID-entity Group, which group he founded in 2006. ID-entity’s role is
to inform and advise on the challenges and opportunities of identity management.
Andrew is also Sales Director of G&D GB (since Jan 03) and has been with the G&D
Group since June 2000. He joined initially to found Secartis UK, G&D’s IT Security
consultancy practice before moving over to head up the main UK business. Andrew
was part of the team setting the ETSI standard for mobile signature and work on
the Trusted Transaction Roaming (t2r) project, solving the challenges of identifying
mobile customers remotely. Prior to G&D, Andrew was with Gemplus where he held
positions as GSM Marketing Manager and Professional Services Manager for the UK.
Andrew started his career at De La Rue where he was responsible for various roles
in sales, marketing and production for banknotes. He moved from there to NBS Technologies,
selling ID card systems and joined Gemplus in 1997. Andrew is a graduate of the
University of St Andrews and is a District Councillor for Hart District in Hampshire.

Robert A. Mocny is deputy director of the United States Visitor and Immigrant Status Indicator Technology (US-VISIT) program, the largest biometric-based immigration and border management system in the world.
Operated by the U.S. Department of Homeland Security (DHS), US VISIT is part of a continuum of security measures that begins overseas and across our land borders and continues through arrival in and departure from the United States.
Mr. Mocny is responsible for the day-to-day operations of US VISIT. This includes managing the development and deployment of the US-VISIT program, which integrates vital information and makes it available to appropriate federal organizations.
Over the course of his career, he has served in several senior federal government positions related to U.S. immigration policy and operations, including director of the Entry/Exit Project and acting assistant commissioner and assistant chief inspector with the former Immigration and Naturalization Service.
Mr. Mocny is a leading authority on the evolution to an automated entry-exit border system in the United States. He led the establishment of the dedicated commuter lane program Secure Electronic Network for Traveler’s Rapid Inspection (SENTRI) at U.S. land border ports and initiated the policy of interagency project teams to meet critical U.S. government mandates.
Mr. Mocny frequently testifies before Congress and speaks at international forums on biometrics and security, and is an advisor to the European Union Biometric Forum. He also provides the media with a senior government perspective on issues related to US-VISIT, advanced identification technologies, and immigration and border management. In 2005 he was appointed to the International Biometric Advisory Council, a group composed of representatives from national governments, international security organizations, and the private sector that advocates global cooperation on issues such as standards and interoperability. That same year the DHS assistant secretary for policy appointed him to represent the Department of Homeland Security on a newly formed Advisory Policy Board for the FBI’s Criminal Justice Information Services.
Mr. Mocny holds a joint degree in Soviet and liberal studies from the University of California, Santa Barbara. He has received numerous awards in his career, including the U.S. vice president’s annual Hammer Award for the SENTRI program’s innovative use of information technology.

Kenneth P. Mortensen is the Acting Chief of Staff for the Privacy Office at the U.S. Department of
Homeland Security. As the Acting Chief of Staff for the Privacy Office, he assists the Chief Privacy Officer in
developing and representing DHS Privacy Office policies, programs, and goals. Mr. Mortensen supports the
Chief Privacy Officer with the day-to-day management of Privacy Office operations, including privacy
compliance oversight and privacy technology reviews. Additionally, he speaks for the Privacy Office both
internally and externally, liaising with other federal agencies on privacy policy and federal government
implementation of privacy laws and regulations. On behalf of the Chief Privacy Officer, he represents the
Department for the coordination of policies that facilitate the appropriate sharing of information for
national and homeland security purposes ensuring individuals’ privacy and civil liberties as required for the
development of a government-wide information sharing environment.
Mr. Mortensen joined the Privacy Office in 2005 as the Senior Advisor for privacy policy dealing with
information sharing, data security and integrity, and border protection. In that role, he advises the Chief
Privacy Officer and Department senior leadership about privacy matters concerning the use, harmonization,
and implementation of technologies using risk assessment management techniques. As such, Mr. Mortensen
helped pilot the development of Departmental guidance to ensure that privacy protections are considered in
the development and implementation of data exchange rules, policies, and directives. Additionally, Mr.
Mortensen researches the privacy implications of the use of new technologies, including biometrics, radio
frequency identifiers, data mining, federated identity management, and metadata collection.
Mr. Mortensen’s background is as an attorney who practices primarily at the legal intersection between
information privacy/security law and knowledge management law and is one of the originators of the new
practice area of information privacy management. Formerly, Mr. Mortensen was a founding and managing
partner of the law firm Harvey & Mortensen, which was located in Berwyn, Pennsylvania in the
Philadelphia metropolitan region.
While at his law firm, he was instrumental in founding the Philadelphia chapter of InfraGard, a
non-profit corporation associated with the Philadelphia Division of the FBI dedicated to provide
cooperation between private industry and law enforcement in the defense of infrastructure components, as
its first secretary and general counsel. Additionally, he served as outside counsel for the Pennsylvania
Office of Attorney General regarding technology and Internet matters.
Prior to forming his law firm, Mr. Mortensen was at Villanova University School of Law, where he
taught information law and served as Director of the Center for Information Law and Policy, where he
managed the Virtual Magistrate Project, the first online dispute resolution system, the Federal Web Locator,
the initial comprehensive online directory for the U.S. federal government, and the Federal Court Locator,
the original home page for U.S. federal judiciary opinions.
Mr. Mortensen is co-author of the “Civil Litigation: Security” chapter in the book Data Security and Privacy
Law: Combating Cyberthreats, discussing legal issues arising from security breaches and cyber incidents.
Moreover, he is adjunct faculty at Villanova University School of Law and West Chester University.
In addition, Mr. Mortensen has served as a technology consultant for his own business and a hardware
design engineer for Unisys Corporation, starting with Burroughs Corporation’s large systems division. He
earned his BSE in electrical and computer engineering from Drexel University and his joint JD/MBA from
Villanova University. He is a member of the Pennsylvania and New Jersey bars.

Prior to joining Total-Trust Solutions Limited as Managing Director, Dr. Walsh held a number of senior management positions at OmniPerception Limited, Hitachi Europe, Utimaco Safeware GmbH and a number of other IT Security Technology Companies.
He presently assists a number of Technology and Biometrics Companies working in the eID, ePassport and other Identity markets penetrate new Markets. He is particularly involved with ePassport Interoperability Testing, and has Chaired numerous Conference and Workshops for eBorders, ICAO, IFSEC and other Security and Data Protection Conferences.
Most recently, he led OmniPerception’s efforts to develop and support integrated security solutions for prominent Homeland Security-related projects, particularly in the areas of biometrics, real-time alerting and notification, RFID and security incident management and other management systems, security, intelligence and information sharing.
He also previously was Principal Consultant at Hitachi Europe Limited Information Technology Security.
OmniPerception’s technical marketing efforts and public sector sales in the areas of Biometrics and mobile applications, performance and scalability. He has also managed OmniPerception’s projects focused on systems integration, other programs and alliance & partnership development, proposal management, account management, management development programs, and sales consulting.
Dr. Walsh is a recognised expert in devising and building operational program infrastructure for information technology and IT security projects. He also has extensive experience in developing sales support, marketing, technical, and training materials. He is a Board Member of the International Association for Biometrics, a group of more than 100 Biometrics organisations, Government Bodies and Academia, public agencies, and non-profit.
Dr. Walsh is a graduate of Stafford University and has previously studied at Cranfield University in the United Kingdom.

Phillip has been Chief Executive of Police Information Technology Organisation (PITO) since October 2001. Prior to joining PITO he was the Chief Information Officer (CIO) and Chief Knowledge Officer (CKO) of the Defence Evaluation and Research Agency (DERA) and subsequently QinetiQ on privatisation. PITO is a Non Departmental Public Body (NDPB) under tripartite governance (Home Office, ACPO and APA), with an annual budget of over £500M and 700 staff of police officers and civilians, tasked to provide the police with national ICT solutions to address national issues.
Phillip is an experienced board level executive and strategic planner with a track record of delivering major programmes. His professional career has covered the fields of electrical, electronic and nuclear engineering before settling in the computer science discipline. He maintains a wide circle of contacts in industry, academia, defence and law enforcement circles.
Phillip's engineering career began in 1967 at the Royal Naval College, Greenwich, where, after graduating he held scientific research and teaching posts. An early interest in systems modelling and simulation enabled him to develop his computing skills in both analogue and digital computing techniques. He later developed a wealth of high-level experience in ICT issues with a range of government organisations, including the Admiralty Research Establishment (ARE), the Defence Research Agency (DRA) and even a spell a Scientist with the Admiralty’s Applied Psychology Unit. His wider engineering and scientific experience involved major projects concerning nuclear reactor operation and design, sonar system performance and design, command and control systems design, man-machine interaction, secure communications and information management.
He was appointed Director of Information Systems for DRA in 1991 and assumed the wider responsibilities of CIO with the formation of DERA in 1995. The rapid growth in technology, market testing, outsourcing and the exploitation of e-business formed the backdrop to Phillip's task of supporting the development of DERA's commercial role in the knowledge economy and the build up to its eventual privatisation in July 2001.
During his time at PITO the volume of project work has increased significantly with a doubling of resources and a six-fold increase in turn over. Phillip introduced end-to-end programme and benefit management practices, which are quoted as best practice by the OGC. Phillip has steered the organisation through substantial change during the past five years with the expansion of PITO’s role, the introduction of commercial business practices, changes in governance and planning for further organisational change in an environment of wider police reform. This has required close stakeholder engagement at Chief Officer, Ministerial and Commercial Board level.
Phillip is a Fellow of the British Computer Society, Chartered IT Professional and has published and spoken extensively on ICT and Knowledge Management issues. He is an active member of numerous national and international committees and still enjoys a regular lecturing role. He is Chairman of the Board of Governors of the University of Portsmouth and maintains a keen interest in scientific research. He is married with one daughter and lives in Hampshire. His leisure activities include travel, reading, history and collecting antiques.

Raymond WONG is the Assistant Director of the Immigration Department in Hong Kong Special Administrative Region, China, in charge of development and management of information systems. He received two Bachelor degrees of Laws in China and UK respectively and has been awarded five Master degrees in Comparative Law, Chinese Laws, Management, Information Systems and Business Administration from Hong Kong and China. He is also a Ph.D candidate in Business Administration, University of Newcastle, Australia.
Raymond joined the Immigration Department in 1972. Since 1982, he was responsible for the implementation of a number of important IT projects of the Department. These included the Identity Card Information System in the 1980’s; the Information Systems Strategic Study in 1991; the implementation of the Corporate Database project in 1994; the Travel Document Information System for the HKSAR passport in 1997; the Information Systems Strategy Review in 1999; and the Smart Identity Card Information System in 2003. He is now responsible for the implementation of the Updated Information Systems Strategy of the Department, which comprises 30 projects including a number of innovative projects like Automated Passenger/Vehicle Clearance Systems, Easy Application and Investigation System, Electronic Records Programme, Biometric Passport System, etc.
